Trying to connect to a 1991 dodge stealth.
There is no dodge make on this tool! I input the vin and it shows up as a mitsu which makes sense, but I still cannot access any modules. I can flash codes, so the car is working, but it seems this tool can't do dodge obd-I, even though it has the connector :-) any thoughts or comments for obd-i or dodge functionality on this tool?

Just curious, have you tried the mitsubishi adaptor and go in under mitsubishi?

Yes. After entering vin it even came up as a mitsu, which of course isn't surprising.
Still no comms, and the mitsu connector is the only one that fits.

The scanner only works on model year 1996 to present. It is a OBD2 scanner and does not do OBD1 or older systems.  The connector kit is for the vehicles between 1996 to 2001 to access other systems besides engine ECU.  I verified this with Tech support as I was asking them another question. Hope this helps

with and they don't work and supposedly never will

I cannot speak to the Stealth, but can tell you I am able to get live streaming, read codes, etc. on my 1995 Honda accord using the provided 3pin adapter.  So OBD1 is possible with at least that car and Maxysis.
